In April 2014, the Australian Government confirmed Badgerys Creek as the site for a Western Sydney Airport (WSA). In August 2014, the Government formally issued a Notice to Consult to Southern Cross Airports Corporations (SCAC) as contemplated under the Right of First Refusal (ROFR) process laid out in the lease for Kingsford Smith Airport (KSA). This effectively triggered the commencement of consultations and detailed planning for WSA, the first major Greenfield airport development in decades.

We successfully delivered Whole of Life and value engineering advice for all stages leading up to the business case for the proposed airport. Along with other specialist advisers, we were engaged by Ernst & Young under DIRD to:

  • Assess prior work
  • Report on the perspectives and findings of Stage 1
  • Provide initial and revised cost estimates as part of Stage 2
  • Prepare Business Case Capital Costs and Operating and Maintenance Costs
  • Make recommendations to achieve the project deliverables
