A passenger ferry service existed for 75 years prior to 1974 between La Perouse and Kurnell. The ferry service provided access to the city and the eastern suburbs, as well as providing an affordable day trip activity, popular with families during weekends and holidays.

During 1974, storms destroyed the Kurnell jetty and significant damage occurred at La Perouse. Due to the lack of available funds, the jetties were not repaired but instead removed, and the ferry service was abandoned.

In both 1998 and 2016, Feasibility Studies were conducted and concluded that the re-establishment of the jetties would provide numerous indirect social, economic and tourism benefits for La Perouse, Kurnell, and wider Sydney.

During 2019, TfNSW engaged a multi-disciplinary professional contractor to complete the project, including Strategic and Final Business Cases, EIS, Strategic and Concept Design, Constructability Support and Cost Estimation.

WT, in collaboration with Arup, was appointed in 2019 to deliver cost estimating services for the duration of the project lifecycle, including Strategic, Concept and Detailed Estimates, Pre-tender and Post-tender Estimates and the calculation of probabilistic risk modelling and whole-of-life costings.

WT took a collaborative approach, integrating with the Design Team during the design development period. This approach and the effective sharing of information enabled WT to provide clear cost implications of design issues enabling the Principal and Design Team to make informed timely decisions and mitigating key risk items.
