As Brisbane’s population expands, Cross River Rail will unlock a bottleneck at the core of the network and transform travel across South East Queensland.

The project provides a second river crossing through the CBD which will reduce congestion, increase network reliability and improve rail as a customer experience.

The Cross River Rail will deliver a new 10.2-kilometre rail line with 5.9-kilometre twin tunnels under Brisbane River and CBD with four new underground stations. The project involves tunnelling with extensive track work, overhead wiring, and signalling systems. The complexity of the works required advanced critical path programming across procurement, investment planning, and technical documentation.

Supporting delivery and finance with confidence

WT supported the Tunnel, Stations and Development (TSD) public-private partnership Pulse consortium builder CPB Contractors and project financier Pacific Partnerships during the tender phase. For CPB Contractors, we developed an independent parallel estimate, verifying construction methodology, cost assumptions, and delivery sequencing. This provided commercial assurance that the bid was both competitive and technically sound.

Simultaneously, we acted as Lenders’ Technical Advisor for Pacific Partnerships, the project financier. We conducted detailed technical due diligence, assessing construction risks, programming feasibility, and cost exposure to support Pacific Partnership’s investment decisions. Our work ensured that financial models were grounded in realistic delivery expectations and that key risks were fully understood and manageable.

Cross River Rail is one of Queensland’s most significant public infrastructure investments, with the potential to reshape how people move through Brisbane for generations when it opens. Our role provided both the delivery partner and financier with the certainty needed to progress this critical piece of transport infrastructure.
