Parramatta’s rental market is set to benefit from the delivery of Novus on Harris, a new build-to-rent (BTR) development unlocking over 200 apartments across 34 floors with hotel-style amenities.
Positioned in the park precinct with uninterrupted views of the city, residents will have direct access to transport, jobs, education, and health precincts.
Led by BTR developer and operator Novus, the project will join a growing portfolio that includes the completed Novus on Sturt (Southbank) and three additional projects underway: Novus on Albert (Chatswood), Novus on Bowen (South Melbourne), and Novus on Spencer (West Melbourne).
Independent cost management across the project lifecycle
WT was engaged by Novus in 2022 to provide cost management and quantity surveying services from feasibility through to delivery. Our long-standing partnership with Novus across a number of their projects has been built on delivering cost certainty, timely advice, and trusted financial oversight.
At the pre-contract stage, we prepared feasibility cost plans and Capital Investment Value (CIV) estimates, giving Novus accurate budget forecasts to test project viability. Our proven accuracy at this stage gave the client confidence in the scheme’s feasibility, while our ability to deliver under strict timeframes enabled swift decision-making with investors.
At tender stage, we carried out thorough tender analysis and recommendations, drawing on our market knowledge to highlight anomalies, exclusions, and commercial risks. This ensured Novus selected a contractor offering not only competitive pricing but also the best value and minimal risk exposure.
Strong financial control during delivery
As the project moved into construction in late 2024, our role expanded to progress claim assessments, variation reviews, and payment recommendations. By applying strict and independent assessments, we ensure claims reflect actual work delivered and maintained tight control over cost escalation.
We are also providing regular financial reporting to financiers, strengthening lender confidence and securing ongoing funding support. This independent oversight builds trust with all stakeholders while maintaining robust financial governance.

With practical completion estimated for 2027, Novus on Harris will bring much needed housing options to Parramatta. The project marks another milestone in our relationship with Novus, as we continue to support the delivery of high-quality, secure rental housing across Australia’s major cities.
