Cancer remains one of Australia’s leading causes of death, with diagnoses increasing annually.
To address this growing health challenge, in 2009 the Victorian Government initiated the development of the country’s first purpose-built comprehensive cancer centre – a facility that would bring together world-class cancer research, clinical care, and education under one roof. This vision became the Victorian Comprehensive Cancer Centre (VCCC), a pioneering project aiming to elevate the national standard for integrated cancer services.
Delivering a world-class health and research facility
The Plenary Health consortium, including joint venture Builder Grocon PCL, delivered VCCC under a 25-year public-private partnership (PPP) model. VCCC spans over 130,000 square metres and houses the Peter MacCallum Cancer Centre, Melbourne Health services, and educational facilities for the University of Melbourne. It integrates cancer treatment, research and training in a single environment, enabling collaboration and accelerating advancements in cancer care. The facility includes inpatient beds, operating theatres, clinical trial units, wet and dry laboratories, radiation therapy, outpatient clinics, commercial-grade cafeteria, landscaped deck and education spaces – all purpose-designed to foster innovation and improve patient outcomes.
The VCCC incorporates several world-first and technically complex features, including a purpose-built automated feeding system for laboratory test animals, a PC3 laboratory for high-risk pathogen research (such as smallpox and Ebola), and a cyclotron bunker for medical isotope production. The facility also features radiation bunkers on suspended slabs, overcoming significant engineering challenges.
Cost expertise from bid to completion
WT played a critical role in the successful delivery of the VCCC, providing comprehensive cost management and quantity surveying services across all project phases to joint venture builder Grocon PCL. The project was delivered on time and on budget, being the first healthcare project to do so in Australia under a PPP delivery model.
Due to the project’s size and complexity, our team were embedded with the builder onsite, bringing deep knowledge and innovative solutions to optimise costs. Beginning at the bid stage, we developed detailed cost estimates to assist in developing construction budgets and ensure value for money was being achieved for the consortium. During design development, we ensured cost control measures were embedded in every decision, aligning project ambitions with budgets without compromising functionality or quality.
Throughout construction, we managed cost tracking, change control processes, and progress valuations, working closely with stakeholders to maintain transparency and financial accuracy. Our role extended beyond standard services, providing insurance claim support and expert dispute resolution reports. By delivering robust cost assurance and mitigating financial risks, we contributed to the timely and efficient realisation of this landmark Australian health facility.
A legacy in cancer care
Completed in 2016, the VCCC has become a globally recognised hub for innovation in cancer treatment, research and education. Its collaborative model continues to shape best practice in healthcare delivery, providing integrated services that improve patient experiences and outcomes.
