In April 2014, the Australian Government confirmed Badgerys Creek as the site for a Western Sydney Airport (WSA). In August 2014, the Government formally issued a Notice to Consult to Southern Cross Airports Corporations (SCAC) as contemplated under the Right of First Refusal (ROFR) process laid out in the lease for Kingsford Smith Airport (KSA). This effectively triggered the commencement of consultations and detailed planning for WSA, the first major Greenfield airport development in decades.

To meet expected demand; the Multi-Level Structure (MLS) and associated civil works project was a key requirement to improve Melbourne Airport's intermediate road network, service infrastructure and parking facilities within the airport's Southern Precinct.
