The Future Fleet Program is a flagship NSW Government initiative to renew Sydney’s suburban train fleets through a long-term pipeline of locally built rollingstock extending to the 2050s.

The program addresses the dual challenge of replacing ageing fleets while strengthening Australia’s domestic rail manufacturing capability, improving passenger outcomes and ensuring future trains are better aligned with network infrastructure.

The initial phase of the program focuses on replacing the Tangara fleet, with the NSW Government committed to achieving a minimum 50 per cent local content target across design, construction and maintenance. This first tranche establishes the foundation for subsequent fleet renewals, including the Millennium and OSCAR fleets in the 2040s and the Waratah fleets in the 2050s, providing long-term certainty for industry investment, workforce development and skills retention.

Independent cost, risk and carbon assurance for decision making

WT was engaged by Transport for NSW to support the Future Fleet Program through the development of the full business case. We were appointed to provide independent advisory and assurance services across capital and operational cost estimating, cost risk modelling, upfront embodied carbon assessment and total expenditure forecasting.

Our role was to ensure that the investment case was underpinned by robust, transparent and evidence‑based inputs that could withstand scrutiny at final decision points. We developed fit‑for‑purpose cost estimates and models for all shortlisted program options, applying industry aligned methodologies, contemporary benchmarks and clearly articulated assumptions.

Strengthening confidence in long-term transport investment

We worked closely with Transport for NSW through iterative development and refinement of draft and final outputs, integrating capital and operational cost estimates with quantitative cost risk analysis, schedule logic and embodied carbon assessments. Throughout the process, we provided targeted recommendations to strengthen the definition of key cost, schedule, risk and carbon drivers and improve internal consistency across the full business case.

Our involvement has helped provide government with greater confidence in the affordability, deliverability and long-term value of the Future Fleet Program, supporting informed investment decisions for a program that will shape Sydney’s rail network and local industry for decades to come.
