The Ginninderry Regeneration Precinct is a major science-backed urban renewal project transforming 108 hectares in the heart of the Ginninderry sustainable community, which spans the ACT and NSW border.
Once home to a Resource Management Centre, the site is being regenerated into a vibrant hub for sport, learning, living and community activity, supporting the long-term vision for four suburbs and up to 30,000 residents over the next 30 years.
The precinct has been closed to non-green waste since 2020 and has reached the end of its operational life. The ACT Government’s Suburban Land Agency and Riverview Projects as part of the Ginninderry Joint Venture are progressing rehabilitation and regeneration works, starting with construction of a southern pathway break followed by capping of the site. A key challenge was selecting a feasible and compliant capping approach that balanced regulatory obligations, cost certainty and long-term land use outcomes.
Cost planning and feasibility advisory for landfill regeneration
WT was engaged by Riverview Projects in 2024 to review cost estimates for three regeneration masterplan options to inform the capping design and support feasibility decision-making. We peer reviewed the existing cost plan for the proposed capping works and developed independent cost estimates based on updated designs to provide a clear and defensible view of project costs.
We also prepared cost estimates for value engineering options and developed project schedules to support sequencing, risk assessment and funding considerations. This enabled our client to compare options with confidence and understand the financial implications of different design and delivery pathways.
Following this initial engagement, our role was extended to support the development of value management options aimed at reducing upfront costs associated with landfill closure and site preparation. Our work provided transparent and robust cost planning to support regulatory compliance and long-term funding decisions, while maintaining the integrity of the regeneration vision.
