Queensland is undergoing a significant transformation of its energy system to meet rising demand, modernise ageing assets and support the transition to a low‑emissions future.
Powerlink Queensland, the state‑owned transmission network service provider, plays a central role in this shift by owning, developing, operating and maintaining Queensland’s high‑voltage electricity network.
To address the dual challenge of upgrading existing infrastructure while enabling the connection of new renewable energy assets, Powerlink is delivering a large and complex portfolio of capital works across the state. WT was engaged to provide cost management and portfolio and program advisory services to support the effective delivery of this program and ensure long‑term value for Queensland’s energy network.
Supporting the delivery of complex energy infrastructure
WT played a critical role in guiding Powerlink’s projects from procurement through to delivery by providing cost management and quantity surveying services across the full project lifecycle. We supported a diverse range of infrastructure works, including high voltage transmission line construction, substation upgrades, transformer replacements and grid scale battery integrations.
Our team led contract administration and oversaw key commercial processes to maintain financial control and manage risk. This included drafting and negotiating contracts, managing compliance, assessing variations, evaluating impacts on cost and schedule, and certifying payment claims based on verified progress. These services helped mitigate the risk of cost overruns, delays and disputes, while supporting consistent and transparent project delivery.
We have supported a number of high‑profile and strategically significant projects within Powerlink’s portfolio, including the GENEX transmission line connecting renewable generation to the grid, the relocation of the Anglo Coal Mine transmission line, and major transformer and substation upgrades at Nebo, Dysart and Lilyvale. We have also provided cost management services for battery energy storage projects at Greenbank and Nebo, along with essential safety and maintenance works such as tower refurbishment at Davies Creek.
Strengthening governance and portfolio performance
In addition to project level services, we supported Powerlink through portfolio and program advisory to strengthen governance, assurance and performance across the capital works program. We provided capital project assurance, commercial advisory and supported the development of governance and reporting frameworks, helping Powerlink achieve clearer visibility of performance, emerging risks and future trends.
Through performance analysis and outcome reviews, we have helped refine procurement and contracting strategies, enabling a more proactive and data‑led approach to capital project delivery.
