Sunshine Energy Park is a major urban regeneration project in the Melbourne suburb of Sunshine, transforming a 74-hectare former quarry and landfill into a future-focused parkland for community, culture and clean energy.
Located within Brimbank City Council, the site has a long industrial legacy, having operated as a basalt quarry before becoming a landfill.
The project presents a significant opportunity to rehabilitate a complex legacy site and reposition it as an active civic landmark centred on sustainability, wellbeing and cultural education.
Once complete, Sunshine Energy Park will include a state-significant stadium, sports and recreation areas, a solar farm and sustainability hub, an urban forest, wetlands and biodiversity corridors, and extensive cycling and pedestrian networks connecting eight precincts.
The scale and ambition of the vision is matched by the complexity of the site conditions. Contaminated land, rehabilitation obligations and environmental risk management requirements sit alongside plans for new energy-related infrastructure and long-term redevelopment, requiring early and informed cost planning.
Strategic cost advice for land remediation and rehabilitation
WT was engaged by Brimbank City Council to provide high-level cost estimates and strategic cost advice with a focus on remediation, rehabilitation and legacy risk. Working with the project proponents, we developed early-stage cost estimates to inform feasibility and support long-term planning decisions.
Our role included identifying key cost drivers associated with historical landfill and quarry conditions, and advising on appropriate allowances to manage uncertainty as the project evolves. This early cost clarity helped establish a credible financial framework to address rehabilitation liabilities while enabling future development opportunities across the site.
Through our involvement, we supported Brimbank City Council with robust, practical cost advice to guide decision-making at a critical early stage of the project.
Our work informed the Sunshine Energy Park Vision Plan in 2024, which received the 2025 AILA VIC Award of Excellence in the Urban Design category. In 2025, the project secured Federal Government seed funding, laying the foundation for further feasibility and development planning.
Sunshine Energy Park will be delivered over a 30-year period through staged precinct rollouts, creating long-term environmental, social and economic value for the Sunshine community and greater Melbourne.
