Sydney Metro West is one of Australia’s most significant transport investments, designed to reshape how people move across Greater Sydney while supporting long‑term economic growth and urban development.

The project will deliver a new 24‑kilometre underground rail connection between Parramatta and the Sydney CBD, improving capacity and connectivity across the network. A critical component of this program is the Linewide Systems Package, which brings together the essential rail infrastructure needed to operate a safe and reliable metro service.

Independent cost certainty across a complex rail systems package

WT was engaged by Sydney Metro as independent estimator for the Linewide Systems Package. The package covers the construction and commissioning of core systems including trackwork, power, tunnel ventilation, lighting, drainage and fire systems, as well as a stabling, maintenance and control facility at Clyde.

In our role, we provide independent cost estimation and assurance to support the project’s incentivised target cost model. We work alongside the client and delivery partner to strengthen transparency and ensure that cost assumptions are robust, consistent and aligned with project objectives.

Our involvement helps stakeholders navigate the commercial complexities of a large‑scale infrastructure program by providing clear, impartial insights into cost drivers, risks and opportunities. This enables better-informed decision‑making throughout delivery and supports effective management of change in a dynamic project environment.

By establishing confidence in cost planning and maintaining an independent perspective, we help balance commercial outcomes with delivery objectives. This approach supports value for money while promoting accountability and collaboration across all parties.

As the project progresses towards its planned completion in 2032, our role will continue to support the delivery of a high performing metro system that will benefit Western Sydney communities.
