Property maintenance has always been an important element of property ownership and occupancy. However, in recent years – when funds have become increasingly stretched and scrutinised by senior management – it has become imperative that any funds spent on building maintenance are seen to return the best possible value.

Our team is focused on delivering a fully managed service to our clients throughout the whole life of the contract, providing:

  • Early advice and assistance with the preparation of contract documents
  • Prequalification assessments, issuing of tender documents and tender return analysis to assist with procurement of maintenance services

Most challenges associated with FM contracts and arrangements arise in the first few months of their implementation. The complexities of introducing new regimes, procedures and personnel can all cause problems.

At WTC, we address these issues by providing an FM mobilisation management service. This is often based on a secondment basis for the initial period of the new arrangements and is designed to help our clients manage the changes to the FM service delivery.


We develop a tailored mobilisation plan with clear roles, responsibilities and milestone targets to be achieved, which is supported by a robust reporting structure demonstrating actual performance against the plan.

In this way we support our clients throughout the FM change process. We ensure that new arrangements are working correctly and that our client is happy before we consider the FM commission to have reached completion.

Our FM team offers clients a single point of contact for all matters relating to operating budget control. From our objective stance we can develop, manage and report on budget performance and provide budget forecasting at a granular level. Regular reporting systems allow our clients to control their expenditure and avoid misallocation of budget funds.
Responsible budget management is the key to delivering a sustainable and desirable service to our clients. When considering capital works, there is potential for significant savings on the future maintenance costs of the asset. Our approach is not always about reducing the CAPEX; the OPEX budget is equally important over the life of the asset.

We work within the financial limits of the project to address the requirement for sustainable design. At any stage we can confirm that both the consultant’s brief and engineers’ specifications and drawings meet the clients’ requirements and expectations. We review contractors’ proposals on the same basis and ensure they also meet industry standards and criteria for the entire service, including supply, installation, repairs and maintenance.

We can provide an evaluation of the condition of existing building and engineering services systems and assets, and develop a tailored maintenance model.

We also provide advice on the purchase, development and distribution of Computer Aided Facilities Management (CAFM) programs. We audit these programs so clients can maximise the potential of any one of a number of available systems. Our previous experience working with a variety of these systems means we’re ideally placed to give clients advice regarding the most appropriate system to suit their individual needs.

We also have considerable experience in the procurement of soft services providers (catering, cleaning, security and grounds maintenance) and are able to provide a review of any proposed maintenance contract documentation to ensure that the clients’ needs have been fully understood and interpreted correctly.
